You know, you’d think that most police departments would have better things to do, but not in Grafton, Wisconsin. They had to go arrest a woman for two overdue books…

I guess it’s like how cops say they don’t have quotas for issuing speeding tickets; every cop I’ve ever known seems to admit that they do…
